It does actually say boiling water. I'm curious as to what the kanji is just before の中に is - it's too low resolution to tell for sure. It may be
柵 【さく】 (n) fence; paling; (P)
Translation :
'Danger: Beware boiling water. Please do not enter [fenced-off] area.'

as for the japanese written there it says CAUTION: the water is very hot please do not go within the waters

The English sign is probably more effective in stopping wise guys from thinking "Hey, it can't be THAT hot."
